Dr. Irwin Y. Cua is a fellowship-trained Cornea, External Disease, and Refractive Surgery specialist, having completed his fellowship in Cornea, External Disease, and Laser Refractive Surgery at Pepose Vision Institute – Barnes-Jewish Hospital in St. Louis, Missouri, USA.
With more than two decades of experience in laser vision correction and corneal surgery, his practice covers the full spectrum of modern refractive procedures.
He serves as Director of the St. Luke’s Eye Institute, Quezon City; Chief of the Section of Refractive Surgery at St. Luke’s Eye Institute, Quezon City; and Chief of the Section of Cornea and External Eye Disease at St. Luke’s Eye Institute, Global City. He also heads the Vision Laser Center at both the Quezon City and Global City campuses and is a core group member of Laser Vision Specialists, the team of fellowship-trained refractive surgeons of St. Luke’s. Dr. Maria Christina Tumangan-Manas is a fellowship-trained Cornea, External Disease, and Refractive Surgery specialist, having completed her fellowship at the University of Southern California – Doheny Eye Institute in Los Angeles, California, USA.She has been a member of the Vision Laser Refractive Surgery Team at St. Luke’s Eye Institute, Bonifacio Global City since 2002, and is a core group member of Laser Vision Specialists, the team of fellowship-trained refractive surgeons of St. Luke’s.Dr. Manas has been a board examiner for the Philippine Board of Ophthalmology Diplomate Oral Examination and a course faculty for the St. Luke’s International Eye Institute Preparatory Course for the Philippine Diplomate Ophthalmic Practical Exams, contributing to the training and certification of Filipino ophthalmologists. Prof. Ruben Lim Bon Siong is one of the Philippines’ leading authorities in cornea, external eye disease, and refractive surgery. With over three decades of clinical practice and international training at Washington University School of Medicine in St. Louis, Missouri, he has built a distinguished career spanning surgical excellence, academic leadership, and the mentorship of generations of Filipino ophthalmologists.
He currently serves as Chair of the Department of Ophthalmology and Visual Sciences at the University of the Philippines Manila College of Medicine, and as Chief of the Cornea and External Eye Diseases Division at the Philippine General Hospital. He is also the Medical Director of the Sta. Lucia International Eye Bank of Manila, and serves as Secretary and Trustee of the Philippine Board of Ophthalmology.
He is the former Director of the St. Luke’s Medical Center Eye Institute and former Head of the Vision Laser Center, where he played a pivotal role in advancing refractive and corneal services in the institution.
A past President of the Philippine Academy of Ophthalmology (2012–2013), the Philippine Cornea Society (2013–2019), and the ASEAN Ophthalmology Society (2020–2023), Prof. Lim Bon Siong has received numerous national and international honors recognizing his contributions to clinical care, education, and ophthalmic research.

Dr. Reginald Robert Tan completed his fellowship training in Cornea, External Disease, and Refractive Surgery at the University of Ottawa Eye Institute in Canada, and holds a postgraduate credential in Cataract and Refractive Surgery from the University of Ulster in the United Kingdom. He currently serves as the Refractive Surgery Fellowship Training Director at St. Luke’s Medical Center, Bonifacio Global City.
He is also a Clinical Associate Professor at the University of the Philippines – Philippine General Hospital, Department of Ophthalmology and Visual Sciences, where he plays an active role in training the next generation of Filipino eye surgeons.
Dr. Tan is a Founding Member and member of the Board of Trustees of the Refractive Surgery Society of the Philippines, and a Fellow of the World College of Refractive Surgery and Visual Sciences.
